need to clarify that proposals by editors will require more time

<umit2> Frederick: We need to tell the wg that proposals like this we need consensus. We need to tell them we need more time for such proposals.

editors may reject action items for producing ill-defined proposals

<umit2> Maryann: We need to review the action items and be more diligent about the material in the proposal.

<umit2> Umit: If the action item is not acceptable, we should reject it.

Editors have to manage timeline.
