In this test we look for target attribute on Link elements but under link target format we do not take account of any link elements at all, which may be inconsistent

WG Notes: (srowen) So the idea is that a <link> to a non-visible resource with a target like _parent doesn't matter? Maybe so... in my possibly limited understanding I don't know of a case where you'd want to specify a target attribute on a <link> anyway, so I suppose I'd like to let this stand?
