Resolution: The technique is the "standard" use of hyperlinks on the internet to connect related information. If following any series of links can be used to locate information in the set of Web pages, that is a use of this technique. This technique does not specify how many links on a page, where they should be placed, or how they should be used. As long as links are used in a reasonable way, it should be nearly impossible for content to fail to use this technique. We would welcome suggestions for ways to make the description of the technique clearer.
