Says to use Q element which fails under IE.
WCAG doc itself does not use Q element.
Should be techniques about misuse of semantic markup for presentation.

Proposed Change:

Describe clearly when this applies.
Do not recommend use of Q element.
Add techniques that discourage use of semantic markup for presentation (i.e. misuse of Hx, BLOCKQUOTE etc.)

Resolution: We have provided additional information about the issues surrounding use of the Q element, and suggested approaches for minimizing these issues. The Working Group continues to see the Q element as valuable in spite of inconsistent user agent support at this time, and therefore decided to retain the technique with its caveats.
