Resolution: It might not be possible to provide the same information as the embed, however, the noembed should contain an appropriate alternative as defined by SC 1.1.1. The general techniques defined in How to Meet SC 1.1.1 provide instructions and tests for appropriate alternatives. However, the following sentence has been added to the description for technique H46: "The noembed element should contain an appropriate text alternative."
