ltru: dependency between matching draft and the other parts of RFC 3066bis, see thread at http://www1.ietf.org/mail-archive/web/ltru/current/msg04361.html

francois: We have to wait for the publication of the other RFCs until we give advice to other working groups

felix: I wrote a mail to Addison and Mark about this, and the CSS relation
... we have to wait until the issue is resolved or all 3 RFC drafts are "RFCs"

... there was no satisfactory resolution
... in XQuery, they just use URIs to specify collations
... this draft wants to create a collation registry
