let's delete the "user needs it is intended to address" paragraph in favour of benefits

feels like we're missing a SC about providing instructions

came up at Brussels, declared usability?

not sure - example of date format, could person with cognitive disability have difficult if expected format isn't their national one?

but everyone needs that too

this survived the axe at Brussels - but may have been because of WCAG 1 requirement about spell checking
