resolution: WCAG 1.0 checkpoint 2.2 should also map to 1.4 L2 SC2 and L3 SC1

resolution: map wcag 1.0 checkpoint 3.1 to guideline 1.3 advisory and possibly also 4.1 (which is in formulation)
