hereby submit to the Consortium the following
specification, comprising the following document attached
hereto:

Web Services Description Language specification
We request the submission be known as the "WSDL"
submission.
Abstract
WSDL is an XML format for describing network services as a
set of endpoints operating on messages containing either
document-oriented or procedure-oriented information. The
operations and messages are described abstractly, and then
bound to a concrete network protocol and message format to
define an endpoint. Related concrete endpoints are combined
into abstract endpoints (services). WSDL is extensible to
allow description of endpoints and their messages
regardless of what message formats or network protocols are
used to communicate, however, the only bindings described
in this document describe how to use WSDL in conjunction
with SOAP 1.1, HTTP GET/POST, and MIME.

patents or intellectual property, Bowstreet will grant, upon written
request, a non-exclusive license under such patents or intellectual property
on reasonable and non-discriminatory terms. Bowstreet expressly reserves
all other rights it may have in the subject matter of its contribution.

as a result of the WSDL Activity will be made available for license on
reasonable and non-discriminatory terms to the extent necessary to implement
the standard or specification.

Recommendation, it will grant - on the basis of reciprocity for the

technology described in the submission and/or applications therefor
under its patents or patent applications essential to such

Intel has not performed a search of its patent portfolio for the purpose
of determining whether Intel has any patents or patent
applications(collectively "Patents") that relate to Web Services
Description Language. Intel is not willing to waive its rights in its
relevant Patents, if any. However, Intel currently anticipates that its
licensing policy for Patents that read on a future Proposed Recommendation
relating to the Web Services Description Language will be to negotiate
licenses on reasonable and nondiscriminatory terms. This policy shall
apply only to Patent claims that read on Essential Technology. Essential
Technology is as defined below. If Intel determines that it is not
willing to grant licenses on reasonable and nondiscriminatory terms, Intel
will endeavor to provide notification within four weeks following the
release of the Proposed Recommendation. Neither Randy Hall, the XML
Protocol Activity representative and contact for this co-submission, nor
Wayne Carr, Intel's W3C AC Representative is personally aware of any
relevant Intel patents or patent applications at this time.
The definition of essential technology is taken from the W3C Patent Policy
Framework Proposal-W3C Working Draft 18 May 2000: "Definition of Essential
Technology. 1. Essential means that an implementation of the specification
would necessarily infringe claims of a patent or patent application owned
or controlled by the Member at any time during the life of the Working
Group and the specification. A claim is necessarily infringed hereunder
only when it is not possible to avoid infringing it because there is no
commercially plausible non-infringing alternative for implementing the
specification, including the protocols, application program interfaces,
service provider interfaces, and/or data structures disclosed with
particularity in the specification in order to enable products to
interoperate, interconnect or communicate as defined within the
specification. 2. Notwithstanding the foregoing, essential claims shall
not include any claims other than as set forth above even if contained in
the same patent as essential claims; or that read solely on any
implementations of any portion of the specification that are not required
by the specification, or that, if licensed, would require a payment of
royalties by the licensor to unaffiliated third parties. Moreover,
essential claims shall not include (i) any enabling technologies that may

Suggested Action
We propose the formation of a new working group within the
existing XML Protocol Activity to continue the evolution of
this proposal. This working group will co-ordinate with
other working groups within the Activity with the aim of
developing interoperable and open standards for web-based
services.
The W3C member companies submitting this document support
and encourage the above action.
