[w3ctag/design-reviews] Contact API (#337)

I'm requesting a TAG review of:

  - Specification URL: not yet available
  - Explainer, Requirements Doc, or Example code: https://github.com/beverloo/contact-api

  - Tests: not yet available - beyond IDL tests, this will very much depend on supporting infrastructure
  - Primary contacts: @beverloo, @finnurbreki

  - Relevant time constraints or deadlines: None yet. We'd like to run an experiment with this API in Chrome, but are using this as one of the sources to solicit feedback to influence requirements, user interface and API design.
