[w3c/permissions] Define restrictions on "device-info" permission (from TPAC). (#131)

Fix for https://github.com/w3c/mediacapture-main/issues/380 as [discussed at TPAC](https://lists.w3.org/Archives/Public/public-media-capture/2016Oct/0033.html).

In the end, the "stronger than" idea suggested in https://github.com/w3c/mediacapture-main/issues/380#issuecomment-240928800 wasn't flexible enough to describe the relationship between "camera", "microphone", "speakers" and "device-info", so it's spelled out in prose.
