[HOME_NETWORK_TF] Lip-sync accuracy time synchronisation (issue-22)

Hi, final one for the moment!

This use-case, for consideration, is an extension of the Time  
Syncronisation use-case to a lip-sync timing accuracy requirement. This  
will enable applications such as delivery of syncronised alternative  
audio. This issue is tracked as issue-22:
