[web-annotation] Remove non Annotation Containers from Protocol ED

Decision at 2015-02-11 telcon was that non annotation resources such 
as arbitrary body content, css for Styles and SVG documents for 
SvgSelectors were not in scope for management.  They may be in scope 
via LDP or other similar systems, but we do not need to address them.

Protocol ED needs to be updated to reflect this.
