This issue is a placeholder for a security analysis of TLS 1.3, specifically the material in [RFC 8446](https://tools.ietf.org/html/rfc8446):

* Section 8
* Appendices C, D, and E

In addition, we may want to review security research literature and/or reach out to TLS 1.3 implementers for the current state of the art.

The implementation considerations proposed in this review should make their way into the 1.0 spec under Security and Privacy.
