aboba has just created a new issue for https://github.com/w3c/ortc:

== createQuicStream, onquicstream ==
At the W3C WEBRTC WG meeting, there was some feedback that createQuicStream was better than createStream and onquicstream better than onstream, so as to avoid confusion with the Streams API.
