[i18n-activity] DTD vs. DT example comments

aphillips has just created a new issue for https://github.com/w3c/i18n-activity:

This section gives me pause for a number of reasons.

The time zone in the example does not use the IANA identifiers, ostensibly because the only online linked data representation that the authors found was the dateandtime.com site. I'm concerned that this is not a reliable standard. 

There may be false assumptions about how time zones work here?

I'm a little concerned about the description of the reasoning behind pre-computed fields, although I can see the use.

The presentation of dates such as `12/04/2017` (which is meant to represent 12 April) is ambiguous and should use at least an abbreviated month name to ensure clarity.
