[ortc] No stopped attribute for RtpSender/RtpReceiver

aboba has just created a new issue for https://github.com/w3c/ortc:

== No stopped attribute for RtpSender/RtpReceiver ==
In WebRTC 1.0 we have transceiver.stopped, which is true when 
transceiver.stop() has been called.  There is no equivalent for 
RtpSender/RtpReceiver objects in ORTC.
