[webauthn] normalize RFC2119 language

equalsJeffH has just created a new issue for

various occurances of RFC2119 language in the spec are lower-case 
where they arguably should be upper-case, i.e., they are making 
ostensibly normative statements. 

The RFC2119 terms are..
> "MUST", "MUST NOT", "REQUIRED", "SHALL", "SHALL NOT", "SHOULD", 
"SHOULD NOT", "RECOMMENDED", "MAY", and "OPTIONAL"
