Two reasons: 
- if people are following an old URL, we want them to be able to find 
the latest information.
- currently, chapters from old drafts are still accessible from 
TR/SVG2/ if they haven't been replaced by a newer file of the same 
name, e.g.: https://www.w3.org/TR/SVG2/animate.html
