W3c validator issue with "capture" attribute

Hi,

The following html markup copied from Example 1 on this page https://www.w3.org/TR/html-media-capture/ gives an error " Attribute capture not allowed on element input<http://www.w3.org/html/wg/drafts/html/master/single-page.html#the-input-element> at this point"

<!DOCTYPE html>
<head><title>Test</title></head><body>
<form action="server.cgi" method="post" enctype="multipart/form-data">
  <input type="file" name="image" accept="image/*" capture="user">
  <input type="submit" value="Upload">
</form>
</body>

Please explain? Is this a bug in the validator?

Thanks
