Moving all W3C Publication database links including specification URLs to https

Hi,

Several people noticed that the W3C API [1] and tr.rdf [2]
still have some URLs (dated links, shortlinks, editor's drafts,
etc) under http and since we are now redirecting everything to
https, I have been asked to upgrade all these URLs.

I am planning to make that switch on July 6 at 10am UTC unless
someone requires more time to upgrade his scripts.
If there's any problem with the current plan, please get in
touch with me before next week and we'll discuss how to address
the issues.

Tobie, I took a quick look at specref and as far as I can see,
it shouldn't be affected by that change. All the URLs in [3]
are under http but none of them end up in [4].

For your convenience and your testing, I have attached an
updated version of tr.rdf as it will be after the switch.
