ACTION-318: Create new draft recommendation on Key Encapsulation.

This is in response to ACTION-318 that I got during last week's 
call.

I have now created a new directory key-encapsulation and checked in an
initial draft of a "Generic Hybrid Ciphers" recommendation that includes 
key encapsulation. This directory also contains a schema file and an 
example (both validates).
