Action-229 complete

I started to come up with an alternate proposal for Issue-65 (i.e. an 
alternative to Eric's proposal) and I really can't think of a reasonable 
proposal that is materially different from Eric's.   I tend to think 
Eric's proposal is the way to go, so I would suggest that we use Eric's 
proposal as a basis for discussing the resolution of this issue.
