I think some of the sections can be useful to readers who don't have a  
strong PKI background. Especially Indicators and Interactions,  
Robustness Best Practices, Error Handling and Signaling, and Warning  
Fatigue. Even if designers aren't entirely certain how the warnings  
work they may be responsible for designing the interactions.

I propose:

This document is intended to provide user interface guidelines, most  
sections assume the audience has a certain level of understanding of  
the core PKI (Public Key Infrastructure) technologies as used on the  
Web. The following sections are relevant to all readers and do not  
require a thorough understanding of PKI: (Indicators and  
Interactions), (Error Handling and Signaling), (Robustness and Best  
Practices), (Warning Fatigue), (Conformance), and (Interaction and  
Content Model).



Mez - This mostly captures what I was calling a "road map" to the HCI  
readers. IOW, pointing them to relevant sections and helping them skip  
the PKI parts they probably wouldn't understand.
