My UCR actions from today's call

Hello all,

I've completed the following actions from today's telecon:

1. Commented out the motivates links on the use case wiki pages.
While doing this, I added a small comment beside disputed ones (e.g.
"Peter objects") for later discussion.

2. Added a qualification to the first sentence (for the rules in 2.7 and
2.8) and Peter's comment to the 2nd paragraph of the Use Cases preamble:

"In order to enhance readability and avoid the appearance of syntactic
prejudice, we have deliberately avoided the use of formal notation in
representing rules in these use cases except where doing so might
introduce ambiguity. However, this informality may lead readers to the
conclusion that rules can perform arbitrary actions in the real world.
This is not the case; the RIF WG has not yet decided on the ultimate
power that rules will have."

3. Added the "XML syntax" requirement:
http://www.w3.org/2005/rules/wg/wiki/UCR/Requirements#req-xml-syntax

Note that we'll later have to figure out which use cases motivate this
new requirement. It seems to me that both 2.1 and 2.2 do (at least
implicitly), but I didn't get to the others yet.
