[css-text] Justification opportunity exists between different values of text-justify?

Since the text-justify property[1] is applied to "block containers and, optionally, inline elements”, given the following example:

<span style=“text-justify:inter-character”>a</span><span style=“text-justify:none”>b</span>

should there be a justification opportunity between “a” and “b”?
