ISSUE-26: accessibility/usability of HTML5 and W3C default stylesheets - suggest closing on 2009-08-20

Sam Ruby and Dan Connolly asked me to resend my proposed issue  
closures in individual emails, with clear subject lines, and Cc'd to  
the issue originator when possible. Apologies for the spam. If there

This issue is about accessibility of the spec text itself, and does  
not request technical changes. Some of the suggested improvements have  
been made, others are pending needed tools changes. I don't think  
these kinds of improvements need to block Last Call. We should file  
the remaining suggestions in bugzilla and close this issue. There is  
general agreement that infrastructure tasks are better tacked in  
bugzilla.
