Re: ACTION-2301: Draft a comment on [css-scrollbars] add wide value to scrollbar-width, https://github.com/w3c/csswg-drafts/issues/6351 (Accessible Platform Architectures Working Group)

There is a compelling accessibility reason to add variable scrollbar sizes
beyond `auto, thin, none` especially given that `auto` value is defined by
the platform (i.e., user agent). Users with motor issues and/or low vision
could benefit from scroll bars that appear larger for them or scale with
user agent zoom.
