[Action-374] - test cases distribution (#27 and #37)

27. All the necessary input and output files have been added to the data
categories for these HTML based tests.

27Inline global rules MUST be specified inside script which has type
attribute with the value application/its+xml. The script element itself
SHOULD be child of head element. Comments MUST NOT be used inside global

37.This has been implemented with the help of Yves and Pablo.

37In HTML the standoff markup MUST be stored inside a script element. It
MUST have a type attribute with the value application/its+xml. Its id
attribute MUST be set to the same value as the xml:id attribute of the
provenanceRecords element it

So with the tests in 27 they are new embedded tests for HTML that use
script please see the last test in the html folder of the datacategories.
