action-206 ITS ontology

Hi Maxime,

we didn't make a lot of progress on the ITS ontology and action-164. Hence
at yesterday's call, we discussed dropping the ontology.

Looking at

http://wiki.nlp2rdf.org/wiki/ITS2NIF2ITS

this would probably influence the ITS to NIF conversion, hence I am putting
Sebastian into the loop. So it would be better to have the ontology, but we
are struggling with time resources to create them. So if there is a way to
do ITS2NIF without the ontology and there is no volunteer to create it, we
might have to drop it.
