New index document linking to the WebID specs

I've pushed a new document that introduces the WebID spec family:

We're also planning to publish a snapshot of this index and the drafts
(available from the index above) in the coming days. It's been a while
since we released the last draft at [1] so it's time for an update.

We're planning to restart the telecons after the summer where we can
discuss the next issues that need to be addressed.
