Hey Art,
We had talked that we should publish some sort of design note.  I'm
not sure of the exact mechanism you guys had in mind - if I recall we
agreed that I'd come up with the verbage, and you'd help me figure out
where best to stash it and how it should be formatted.

Since touch events proceeds pointer events, I don't think there is any
reason we should try to get something into the touch events v1 spec
itself.  I don't think we'll really get it right until we have
implementation experience with a UA having both pointer and touch
events, and we certainly don't want to block TEv1 on that.
