by count:

  UA: 17 healthy, 1 bad ref(s), 25 incomplete
  FF: 15 healthy, 2 bad ref(s), 27 incomplete
  AT: 0 healthy, 0 bad ref(s), 19 incomplete

  ~30% (32/106) done

I counted tests as done if the CTS scripts produce them and they reference
a valid conformance statement or heading in the WOFF2 spec or the Metadata
section of the WOFF1 spec. I counted tests with broken references to the
spec and conformance statements in the spec that don't appear to have
matching tests as incomplete.
