*Normative:*

Web Browsing History = the actual addresses, domains or URIs visited by a
unique user/device.



*Justification:*

This is a useful definition for use in other issue areas such as
de-identification.  Sometimes the TPWG gets caught up in defining terms
within a concept.  By defining those terms outside of the concept itself,
it then becomes easier to focus on the core issue of the concept.
