Proposal to close ISSUE-134 (Does SHACL syntax distinguish inverse property constraints)_

For this week I propose we close issue-134
<https://www.w3.org/2014/data-shapes/track/issues/134> with no action.
Since we removed the inverse property constraints with the property path
generalization this is not longer relevant.
