RE: ACTION-556 W3C Publication Moratoria

I suggest we get our skates on and try to _complete_ the problem
statement over the next 10 days. To that end I will issue a new draft
later today.

I'd also urge folks to consider the contributions made under ACTION-540,
ACTION-550, ACTION-551, ACTION-552 and ACTION-558.

The ISSUES and ACTIONS relevant to the Guidelines can be found at [1]
(member only). It seems that Trackbot is not reading mails consistently
on this list - I'll chase.
