[Issue-152] 2nd draft Note for Draft Process Document

Per the request of the Advisory Board, the following note is proposed for attachment to the second paragraph of section 7.7.2 Revising a Recommendation<http://www.w3.org/2014/Process-20140801/#revised-rec> to explain the only open issue on the current draft of Process2015. ======NOTE=======
Issue: Issue-152<http://www.w3.org/community/w3process/track/issues/152> concerns a change made in Process2014<http://www.w3.org/2014/Process-20140801/#revised-rec> that requires Edited Recommendations consisting solely of "editorial changes" to go through an additional step, publication as a Proposed Recommendation, prior to publication as a Recommendation. There are two aspects of this issue: (1) whether "editorial change" is sufficiently well defined that it can be validate by a simple process (as it was in Process2005<http://www.w3.org/2005/10/Process-20051014/>) and (2) whether patent licensing considerations should require all potential Recommendations to have a Call for Exclusions on their content. See the issue entry<http://www.w3.org/community/w3process/track/issues/152> and its associated notes and emails for additional detail on the discussion.
