Hi Oscar and all, Debategraph is a quite complex application that enable public debate on-line following some theoretic model of argumentation. Other sites, the Economist for example, let their users do debates on any argument following other, more simple in that case, model of argumentation. Summarizing, someone in a community raise an issue and others make their position based on arguments. Others yet can approve one of the proposed positions and finally vote. All this can be done on any issue. What is of interest for a person as a citizen is discussing a policy before or after it has been voted by an administrative entity. This means that she must be able to follow the policy lifecycle. One interesting site that that let users follow policies and polcy-makers' activity is govtrack.us. Govtrack.us offers bulk downloads of data in the RDF format, APIs and also a SPARQL endpoint. A possible use case about e-participation showing the usefulness of interoperability, enabled by the W3C SemWeb technologies, is one in which a citizen or policy-maker raise an issue on debategraph about a policy linked through govtrack.us. I've created ISSUE-22 and attaching this one to it. I think this is also related to interoperability, so also attaching to ISSUE-21. A couple of quick updates: (1) We are working on an API to open up the public maps - and I would welcome feedback from the group on any specific characteristics / features you would like to see with / from the API. (2) It is straightforward for us to implement different ontologies in Debategraph (in addition to the public one we have three more operating behind the scenes - as part of our internal architecture). So if anyone is interested in experimenting with this, let me know. We plan to add a UI soon to allow you to define and implement your own ontologies directly via the web. Participation can be viewed in very different ways. People can interact directly with the government or between them in order to build a consensus around a position that can be voted and proposed to the government. The first way can lead to a form of populism, the second way is what is generally viewed as a better and democratic kind of participation. Participation on the Web means doing public debates on line. On a debate people should be able to raise issues, write positions or arguments, post links to articles, blog post, videos. All these data must be interoperable. Debategraph [1] is a good example of an on line application that enable participation. Unfortunately it's not possible to have the ontology/vocabulary or a kind of data model and no bulk download of the data. It would be useful to point in the document to some vocabulary that could support participation like SIOC [2] and maybe SWAN [3]. An article that can be put as a reference about debates and argumentation is "Mass argumentation and the semantic web" [4].
