Proposal to resolve ISSUE-38

As per ACTION-178, I'm on the hook to propose a resolution to ACTION-178.

Here goes:

Section 1.4.1:

Remove item #3 from this list.

Remove the sentence: "For information about SOAP bindings in WSDL 2.0 see [WSDL 2.0 Adjuncts]."

 - remove

Section 3.4.4 (Specifying Properties in WSDL 1.1)
 - change ports/endpoints --> "ports"

Section 3.5 (WSDL 2.0 Extensions Detail)
 - remove

Section 3.6 (Properties)
 - change "port/endpoint" to "port"

Section 3.6.1 (Relationship to the WSDL 2.0 component model) & 3.6.1.1
 - remove

Insert new Appendix D (Non-Normative) (before existing Appendix D):

New section D.1:
This section describes using WSDL 2.0 in conjunction with SOAP/JMS.  For information about SOAP bindings in WSDL 2.0 see [WSDL 2.0 Adjuncts].

New section D.2 WSDL 2.0 Extensions overview:
(Gets the content of the current section 3.3)

New section D.3 WSDL 2.0 Extension detail:
Same as existing section 3.5, except:

Strike the first two paragraphs/sentences:
"This section is normative"
"This section describes the optional feature..."
Add a paragraph at the beginning:
 "Due to insufficient testing by implementations, the working group chose to create this non-normative section that describes a WSDL 2.0 binding."

Replace the two "MUST" keywords in this section with "needs to", and replace the "SHOULD" with "ought to".

New section D.3.1 (Relationship to the WSDL 2.0 Component Model)
 - gets the contents of the existing 3.6.1 section

New section D.3.1.1 Precedence
 - gets the contents of the existing 3.6.1.1 section
