[I18N-ACTION-590] investigated issue 343 on html

All,

Per my action item, I investigated the HTML issue #343 [1]. This took a bit of work. Text about localized formats and such are strewn all over. It's my opinion that this issue should remain closed.

In the course of doing this, though, I felt some disagreement with some of the text about number presentation, so I filed a new issue 788 [2].
