Very good point -- I should not confuse all these aspects.

So:
1) In the case of alternate representations, the HTML 4.0
specifications indicate that media="all" means "suitable for
all devices". Issue (a) remains (mutatis mutandis): if an
alternative representation is suitable for all devices (which
seems to indicate some form of common denominator also
valid for handhelds), is there a reason to alter it?

2) There are two (unaddressed) specific issues relative to
style sheets discussed in the previous message: (a) Do 
CT-proxies modify or filter out style sheets marked as
suitable for all devices (my experience indicates they do), 
and if so why? (c) Because of the way browsers work, it 
appears that equating "all" with "screen" would entail 
unwanted redundancy; is this intended?

3) Independently from (1) and (2), the overarching issue
(b) as originally formulated remains pending.
