[SKOS] ISSUE-41

Hi Antoine, Ed,

I wanted to resolve ISSUE-41 but then I noticed in section 2.2.1 of the latest SKOS primer editors' draft [1] there is a literal without a language tag.

Jeremy's original comment [2] (point 7), which was the basis for ISSUE-41, was that all examples should have language tags. 

I see from your text, however, that you introduce language tags after giving the first example, as part of your explanation.

So there are two options:

 (a) Leave the primer like it is, and respond to Jeremy's comment with the caveat that one example will remain without language tags.
 (b) Modify the SKOS primer such that all examples use lang tags.

As you are editor's of SKOS primer I'm happy to follow your recommendation. How should I proceed?
