Call For Consensus: advance current draft to First Public Working Draft status

Hello WG members,

The Chairs are issuing a call to advance the current editor's draft<https://w3c.github.io/webtransport/> (version dated March 30, 2021) to First Public Working Draft status. The maturity levels defined by the W3C in advancing a Technical Report towards recommendation are reviewable here<https://www.w3.org/2004/02/Process-20040205/tr.html#first-wd>. First Public Working Draft status is a signal to the community to begin reviewing the document. It also triggers the IP disclosure process.<https://www.w3.org/Consortium/Patent-Policy-20200915/#sec-exclusion-with>

This CfC is being executed via a github issue. To vote, please do not reply to this email. Instead, follow the instructions below:
