Re: shortnames for upcoming drafts (objections by EOB Wednesday; ACTION-221)

XML Encryption can have properties as well, so even though the current  
draft only has signature specific properties we may wish to keep it as  
XML Security properties and keep shortname xmlsec-properties.

Along these lines we should rename "XML Security Properties", change  
namespace to xmlsec-properties.

I also note we should remove definition "Common Signature Properties"  
in section 3.2 and remove "This section summarizes proposed schema  
definitions and processing rules for Common Signature Properties."  
from section 5.

An additional sentence should also be added to the Introduction noting  
that the EncryptionProperties element in XML Encryption may be used to  
convey properties.
