For me "shared" is what derives from "reuse". If nobody has reused your voc yet, then it's not really shared, there's no evidence that it's agreed by a community.

I've looked at the F2F minutes [1], I don't see any mention of replacing "re-use vocabularies" as the BP title. The only significant bits are:

This being said I could live with a BP title like "Re-use (shared) vocabularies" if it makes everyone happy. Though it's a bit tautological for the reason I've started with (i.e. if someone can re-use a voc it becomes shared).

In the context of this BP, I think it is more appropriate to say "Use shared vocabularies" instead of "Reuse vocabularies". I think Reuse of vocabularies is more appropriate when we are talking about the creation of new vocabularies
