The current draft is waiting to be hosted by Bert.

By ‘publish officially’, I’m assuming you mean have a version 1 - stable and complete.
I don’t forsee any major issues with the vocabulary itself - so I’d say once we have a sufficiently acceptable documentation with use-cases and how-to style sections, it can be readily disseminated.
Currently, we have end of July as the period for welcoming comments/feedback.
Then August to address those, and also to finalise the documentation, etc.
Perhaps, September for final version publication?
