This rephrasing satisfies my concern in your previous draft [1] that the
Process was adding specific testing requirements where the intent was
simply to require Working Groups to document a testing plan and to
encourage them to start testing early in the lifecycle of spec development.

With regard to other comments (e.g. [2]) I offer the following
additional rephrasing:
