Re: ACTION-71: 3.2.3 for non-embedded content

Andi,

I like this approach and I think this is good language.

Some weeks back we talked about ALSO writing language explaining why we 
made the decisions we made (which addresses some of the public comments 
we've received and also something Loretta asked as well).  We have done 
very little of this, but I really think it would be good to make that a 
general practice for all new SCs we write text for.

Could you take a crack at that for this (and perhaps also for 2.4.5, as 
I expect they will be very similar)?
