It was and it isn't :-)

I have made a list to discuss in the TC but I'll capture it here. I went
over the To_PR page and I don't have anything that needs doing so we are
now into reviews for 3LC.

There are some edits:

  + nested aggregates

+defn of MIN, MAX and SAMPLE could do with defining for the "no
elements" case. The defn is right (no definition => error, which is
right) but it would be better to say it explicitly.

The status changes are up-to-date.

Things needing reviewing are:

1/ Property path (Paul's review outstanding; Matt has done his)
2/ VALUES review and WG agreement for the change
3/ BIND review

and that covers everything changed for 3LC. if someone wants to do a
whole doc review, great but my sense from last time was that it was not
absolutely necessary.

Axel may wish to add something on scope text but as far as I'm concerned
the latest changes address the matter to my satisfaction.

Beyond 3LC for query,

+ ACTION-389 (populate the function namespace page) needs doing.
   + reference cleaning
