In this case, it appears to be the contrary. As to the proposal being late, we did give a full month, but no fear: the normal status of an issue for which we received no Change Proposals is Closed without Prejudice. Receipt of fully fleshed out Change Proposal in the next month or so is likely all that it would take to cause the issue to be reopened.
